RFR: 8339711: ZipFile.Source.initCEN needlessly reads END header [v3]

 - Update copyright year for CenSizeTooLarge
 - Delegate MAX_CEN_SIZE to existing internal constant ArraysSupport.SOFT_MAX_ARRAY_LENGTH
