RFR: 8353641: Deprecate core library permission classes for removal [v7]

Roger Riggs has updated the pull request incrementally with one additional commit since the last revision:

  Mark as deprecated for removal as of jdk 25: SecureClassLoader.getPermissions, URLClassLoader.getPermissions.
  Remove dead code from ForkJoinPool.
  Add @SuppressWarnings("remove")
