This is a redo of https://github.com/openjdk/jdk/pull/23491 with a tiny additional edit to remove an unwanted `<p>` element in the public JavaDoc (see https://github.com/openjdk/jdk/pull/24504/commits/772a03e0ca08da9412b85ceb8de5adf4fb52d2ac ).
