RFR: 8362352: Fix references to non-existing resource strings

Remove code referencing non-existing resource strings.

 - Remove redundant check from RuntimeBuilderBuilder. It duplicates the check in DeployParams.validate() and references deleted "message.runtime-image-dir-does-not-exist.advice" l10n key
