RFR: 8370970: DocCheck failure in jdkDoctypeBadcharsCheck.java and jdkCheckHtml.java

[JDK-8371495](https://bugs.openjdk.org/browse/JDK-8371495) fixed the HTML content of JLS & JVMS, and [JDK-8372532](https://bugs.openjdk.org/browse/JDK-8372532) brought these changes into the mainline repo. This changeset removes the tests from the problem list.

I'll integrate into 27 and then backport to 26.
