In this case it's a JDK-specific module, and since JDK 9 it has been possible/allowed to create a run-time image that doesn't contain all the standard modules. I think the interesting topic coming up here is whether it make any sense to include "all modules" when the only VM is the minimal VM or specific features. In JDK 9 we put some basic checks in so that some command line options, like -javaagent or -Dcom.sun.management checked for the VM feature but more could be done if someone had the time to work through everything, likely significant build work to tie features to modules.
