Why not
byte[] bytes = new byte[7];
bytes[0] = (byte)'-';
bytes[1] = (byte)'-';
DecimalDigits.appendPair(bytes, 2, month); // TBD
bytes[4] = (byte)'-';
DecimalDigits.appendPair(bytes, 5, month);
return JLA.uncheckedNewStringWithLatin1Bytes(bytes);
