Hello Adam, the change looks right to me. However, the title of the JBS issue might need adjusting. As far as I know, it's not a requirement to be able to run the mainline JDK against jtreg versions that are lower than the minimum version configured this repo.
Can you update the JBS issue title to "Win8365790Test is missing @build jtreg.SkippedException"? I think that would be more accurate. You will then have to update the title of this PR too.
