[crac] RFR: Compile all the INCLUDE_LD_SO_LIST_DIAGNOSTICS code unconditionally

Make INCLUDE_LD_SO_LIST_DIAGNOSTICS an `if` conditional instead of a `#if` one.
Fix compilation failures.
