CFV: New CRaC Committer: Timofei Pushkin

I hereby nominate Timofei Pushkin to CRaC Committer.

Timofei is an engineer at Azul who has contributed 45 patches [3]. He is
an active contributor to the project, and we expect him to continue working
on the project.
