Yes, Windows jobs were automatically cancelled due to deprecation of windows-2019 runners. It's unrelated to the merge.

Upgrade to windows-2025 runners is tracked by [JDK-8358538](https://bugs.openjdk.org/browse/JDK-8358538). Looks like we should cherry-pick the patch after it's integrated upstream.
