FYI, two updates to CSR functionality after Jira upgrade: backport support and better issue creation

Hello,

With the recent Jira upgrade to JBS, there were two improvements to the 
CSR functionality:

1) CSRs can now be created for Backport issue types. When a change is 
being made to multiple release trains, but the nature of the fix differs 
in the different release trains, separate CSRs should be filed for each 
distinct change.

2) When a CSR is first created, the same window is opened as when an 
issue is "Edit"-ed. This allows easy access to all the fields of a CSR, 
including compatibility impact and scope.
