No more "Create CSR" in JBS issue dropdown options

Hello,
I wish to create a CSR for a fix that changes Preview API signatures, but
can no longer find the "Create CSR" button in the issue dropdown options.
Meanwhile, "Create Backport" and "Create sub-task" options are still
available.

Does this issue happen to any other developer as well? I am an author in
the JDK project, if that may affect the availability of that button.
