How do I make a CSR?

RESENDING BECAUSE I FORGOT TO BECOME A MEMBER BEFORE SENDING THE FIRST ONE.

Hello CSR Review Group,

I am making my second ever attempt at a PR in Java. Alan Bateman took a
look at my PR and said that I need a CSR.

I took a look at the CSR FAQ, but it told me to do things that aren't
available on my screen. I am supposed to click a button that isn't there. I
explained it in more detail on my GitHub link.

How do I make a CSR?
