RFR: SPI testbase

Hello,

I am sending an RFR <http://cr.openjdk.java.net/%7Ejld/8054439/> of my 
changes as a fix for JDK- 
<https://bugs.openjdk.java.net/browse/JDK-8054439>8054439.
My changeset includes new classes for SPI interface support, one 
SPITestBase to handle all work related to configuration handling within 
the tests and SPIConfig to store SPI device configuration.
Also logic of input arguments decode and verification has been improved.
