CFV: New Device I/O Committer: Stanislav Smirnov

I hereby nominate Stanislav Smirnov to Device I/O Committer.

Stas is a member of the SQE team here at Oracle and responsible for 
developing the tests for Device I/O. He has already made many 
contributions to the Device I/O project, including:
