New lead for Device I/O Project: Sergey Nazarkin

Bob Vandette has resigned as lead for the Device I/O project [1].

Under the bylaws for Project Leads [2], a new Project Lead may be 
nominated by the Group Leads of the Project's sponsoring groups.

As lead for the Core Libraries Group that sponsored this project, I 
would like to nominate Sergey Nazarkin as the new Project Lead. Sergey 
has been with Sun/Oracle working on Java ME and JavaME-Embedded for 10 
years. For the last 3 years he has been the tech lead in Oracle for the 
Device I/O implementation for JavaME-Embedded, this is the 
implementation that served as the initial commit for the OpenJDK Device 
I/O project.

As the Core Libraries Group is the only sponsoring group for this 
project then I believe that the nomination is automatically approved.
