CFV: New Device I/O Committer: Alexey Karaksin

I hereby nominate Alexey Karaksin to Device I/O Committer.

Alexey Karaksin is member of the Java ME Embedded team. His 
responsibilities cover many areas and features of Java ME: CLDC, DIO. 
Previously, Alexey was involved in the  development of other important 
systems, including GPIO and UARTs. He has worked on Java ME projects for 
about five years.

Over the last few months, he has made several contributions to the 
Device I/O project, including:
