Mark,

Most of the source code for jtreg is public, because jtreg is based  
upon JavaTest, available in open source as "JT Harness" on java.net.

However, I agree that "most" doesn't quite cut it :-)   The primary  
reason that we have not yet released the rest of the jtreg source  
code is a perceived lack of demand (your email is the first interest  
I have seen) and as always, a lack of resources, which together have  
lowered the priority on this work.
