Project proposal: Multi-Language VM

Thanks for the vote of confidence!

The process gears are actually turning:
The openjdk/hotspot Group is finishing a vote.

I expect to open the workspace, probably with a small
sample change, a week or two after the main mercurial
workspace looks lively.
