Call For Votes (CFV): Project proposal: Multi-Language Virtual Machine

The Multi-Language Virtual Machine project is approved by a
unanimous vote.

For the historians: 8 people voted in favor of the MLVM project,
6 of whom can be considered Members of the HotSpot group.  No
one opposed the formation of the project.  A couple of people
sent me mail asking how the voting was going.
