What does it mean to be a Gatekeeper in OpenJDK?

Back in November, I got into a longish discussion with folks on the
#openjdk IRC channel about what it means to be a gatekeeper in OpenJDK.
They were very curious about how their code would eventually go from a
group repository to the MASTER workspace.

P.S. Every gatekeeper has different ways of gatekeeping, this is just
how I do it with the JSN gate. The TL gate used to have a more
complicated mechanism that tries to keep the TL gate from ever being
broken, but I'm not sure how that will translate into the mercurial
world. Many things yet to shake out.
