I'd disagree, as the IGB's role is 'legislative', in my opinion, while
this would be an 'executive' role.

Separating the power over processes (IGB gets to approve groups)
from the power over the 'purse' (judges get to approve projects that
go ahead) would avoid any potential conflicts of interest.
