New Group Proposal: OpenJDK Conformance

Hi Dalibor,
The mailing list for members who have signed the OpenJDK Community TCK 
Licensee Agreement has been created.  However, the general conformance 
alias has not yet been created. 
Tim, are you the correct person to take care of this?
