The process may have that appearance because for all practical  
purposes, it is a "shadowy-cabal".

We're stuck talking about it in public using euphemisms like "policy  
impasse".

Bernie Madoff isn't an alleged crook!  He's engaged in a "policy  
impasse" with the U.S. Govt.
