But the initial triage has to determine if the bug has been filed 
against the right project/product/component. Figuring out the exact 
category in which to file a bug can be extremely difficult - even for 
the informed! - and in some cases impossible without someone actually 
investigating the problem to some degree. So some initial triage is 
unavoidable in my view.

As Phil Race mentions in his email, because hotspot intercepts fatal 
error handling and generates potentially useful error information, the 
bug is always filed against hotspot. The Hotspot team even updated the 
error message to be more clear that hotspot detected an error outside of 
the VM and that you should look at the log to see which dll/library 
caused the problem - yet we still get numerous incident reports filed 
and some even turn into bug reports! (That I swiftly close ;-) )
