I wouldn't get hung up over this. In the Q&A [1] it says that there will
be "a mainline 7 repository that will always be open for putbacks".
Assuming that this mainline forest starts out as a clone of jdk7/jdk7
then it will have all the history and I assume would be equivalent of
just continuing jdk7/jdk7 into the future. There's isn't too much detail
on how specific updates are handled. It looks like the proposal is to
clone from the mainline periodically and presumably that is where the
end game polka and stabilization will happen. The changes will need to
get merged back into the mainline. I've no doubt HotSpot will need
special handling but otherwise the overall approach looks reasonable to
me. The proof will be in the eating of course and the approval process
to get changes into mainline (or an integration forest that feeds into)
will need to be simple and fast.
