Which mailing list is suitable for discussing language and library related issues?

Yes this list is for discussion about the OpenJDK community.

Language changes for 7 mostly came under Project Coin (see coin-dev 
list). Some specific things, like lambdas have their own lists - see 
lambda-dev.

Library changes depend on which library eg:
  - core-dev
  - awt-dev
  - net-dev
  - swing-dev
etc
