we don't want this to happen.  Since the early days there has been the ability for the
community to add comments to Java bugs which are reviewed by developers. The
problem with this implementation is that the comments are physically separate from
the bug information and were not easily viewable inline with the main bug updates.  
With the change to new system we need to look for a better model with clearly one 
option being to allow comments to be added directly into the system that is chosen,
