I think the reason was explicit in the sentence you deleted:

So, it's for the same reason that we want to crowdsource the software
development.

Linus' Law states that "given enough eyeballs, all bugs are shallow."
If you funnel all bug reports through an internal closed group, you
will have a scaling problem, and there will be a bottleneck between
bug reporters and bug fixers.
