Project Proposal: JFX

It seems to me that this is not actually a Project proposal, but a Group
proposal, so the Governing Board has to vote on it.  I don't know how
often Governing Board meets or if a special meeting can be scheduled for
this vote, and the time frame for accepting the proposal would depend on
that.
