OpenJDK is released under the GNU GPL Version 2. This license allows you
to do whatever you want with the code (As long as you abide by the
restrictions of the GPL). There is nothing funny going on here. If you
feel something is lacking, fix it :)
There are some legal issues with the branding/trademarks of
"Java"/"OpenJDK", but again, if you want to change OpenJDK, it's not
really OpenJDK anymore, so don't call it that. But again, nothing is
stopping you playing with/distributing the code.
