Bug System Pilot Dev Workflow: DRAFT Dispached

First, thanks again for all for your thoughtful comments.  

As before, here is a summary of the relevant portions of messages, a decision for what the pilot workflow, and a reason for the decision.  This message is about "Dispatched".

Expect an update to the DRAFT to reflect this decision.

DECISION & REASON

Rename "Dispatched" to "New".  

There has been no substantive reason for why we should keep "Dispatched" as the name of the initial status.  The prevailing convention in modern bug systems is to refer to this status as "New".

Martijn recommends general name enhancements, possibly with the use of a description or subtext to describe the status. For "Dispatched" he recommends "Dispatched (Open/Opened/Reopened)".

Brian recommends that we use terms which are more familiar to the community and suggests "New".
