OpenJDK bug database: Status update for Java App Developers and Users (Incident) Workflow

Hi, Martijn.
Just a very quick status update. I was able to talk to the owner of
bugs.sun.com earlier this week. The plan is to give me whatever
documentation they can dig up about the existing triage process.
Once I get it, I'll be able to figure out what needs to be done
next.
