RFR: Clarification of Project voting instructions

Hi Iris,

I think David was objecting the line "Votes must be cast in the open, on
the mailing list to which the call-for-votes was originally sent;" from
"Step 2: Vote" in the "Proposing a new Project" section and I agree that
that sentence should be changed to something like "Votes must be cast in
the open, on the discuss mailing list".

Besides this, the changes are ok from my side.
