Open build & test infrastructure

hi Ben - great to see this proposal.    I'm definitely interested and I'm at J1.   

I'd like to see what we can do to get some common  build setup  documents published
and to explore more about how developers who want to contribute can be sure their changes are "good" - where good means some level of build and test confidence across multiple platforms.   

Everyone wants to do a good job when contributing but currently the barrier can be  high and generally stacked against them.  

Lets get together if we can - its a great topic to discuss face to face.    I'm sure we can help reduce the barriers!
