As other people have already noticed, all of the above (building, 
testing, running, etc.) is already covered by other groups, and/or 
projects, or on the wiki. However, if the Windows group is about support 
of new versions of the Windows OS family, leveraging Windows-specific 
features to make JDK smaller/faster/secure/etc., deeper integration with 
the Windows platform (not sure about this one, because Java has always 
been considered cross-platform, we don't support platform-specific APIs 
much) - in that case such a group would be useful.
