To be more precise, it was announced at FOSDEM in /2011/ by Joe Darcy as 
part of a "The State of OpenJDK 6" talk [1].  Anyone reading the 
jdk6-dev mail list would have noticed APH of RH take over leadership of 
the project a couple months ago.
