I think you are vastly overestimating the scale.

You are reading way more into this than there is.  These are simply the 
members of the compiler group who are Committers to jdk; this is done 
because any of these people *might* want to contribute.

I think it is on this incorrect inference (many committers -> huge 
project) that your concerns in the first paragraph rest?
