For the record, we (Fedora) actually adapted this from Debian :)

"Designed after Debian packaging, Fedora OpenJDK package has been split
into packages providing java and java-headless." [1]

But this is not what the original poster wants; both Debian and Fedora
do this split for runtime-packages (that is, the JRE), not development
packages (the JDK). As far as I know, neither Debian nor Fedora have a
solution for this.
