I recommend panama-spec-discuss as the name of the latter. The term 
'experts' is suggestive of an Expert Group for a JSR, which the Panama 
incubator probably wants to hold at arm's length for the time being. The 
-spec-discuss idiom is seen in enhanced-metadata-spec-discuss and 
jdbc-spec-discuss at http://mail.openjdk.java.net/mailman/listinfo.
