I don't think it's worth encoding such details into the JEP Process
itself. The owner of a Feature JEP can use subtasks to track specific
testing activities, and assign them to the appropriate people (e.g.,
those who run the relevant system tests) in order to make sure they
get done.

The "Funded" state is gone, but I've added performance tests to the list
of items that should be covered in a Feature JEP's engineering plan.
