How can I report bugs in OpenJDK?

That would mean that I file a bug against Oracle's proprietary Java
implementation. Of course it almost identical to OpenJDK but how do I
know without the source code or installing the software and extensive
testing? Just a remark.

I see. I had found this page myself but I'm looking for a different
solution as OpenJDK handles bug reporting from different other Free
Software projects and very common principles like transparency and
openness seem to be secondary. I can understand that there is a need for
quality assurance of bug reports but this can also be achieved in other
ways as demonstrated by other Free Software projects that are subject to
major commercial interests.
To make a long story short: Would it also be permissible and helpful to
submit bug reports to core-libs-dev@ and ask for the bug report to be
publicly filed in JBS?
