How can I report bugs in OpenJDK?

Hi all,
Could using Jiras capabilities to ensure certain details are provided help
improve the quality of bug submissions? I've used that successfully in the
past for other large OSS projects to avoid the high noise to signal ratio.
Perhaps a trial could be run with a limited set of bug reporters and see
what the quality looks like...

Alternatively could Oracle perhaps assign some resource into making the
bugs.sun.com UI/Ux a little more friendly and have the tie in to JBS made
more clear? I appreciate the underlying system probably can't be touched,
but perhaps the HTML/CSS etc could be?
