Access to JBS for non-Authors

I've had a query from an interested OpenJDK observer about getting a JBS account in order to watch bugs.  He has no intent to submit patches, so it would not be appropriate to try to make him an Author [1].  I've read [2], which says that Authorship is a sufficient condition for getting an account, but doesn't describe any alternative conditions.  Are there any?
