Depending on what area the idea/proposal is in you could use a technical 
mailing list for that area e.g.:
  - hotspot-dev
  - core-libs-dev

If these are "Big Idea" type proposals the you may want to see if they 
fit within existing projects - such as Valhalla or Panama etc.
