Quoting from the section referenced above:

"The code change itself, relative to an existing changeset in the 
appropriate Mercurial repository. The preferred form is generated by 
Mercurial's hg export command, with the -g option so that file renames 
are tracked correctly. The output of hg diff -g is also acceptable, and

The easiest way to do that is to start a separate thread on a mailing 
list around an issue.

Broadly speaking, mailing lists are for discussion, while bug trackers 
are for facts. Keeping these two separated allows developers to come 
back to issues later without having to slog through years of potentially 
tangential discussions on the bug in a bug tracker. [0]
