Annotation discovery JEP

Alan,

Before boldly going ahead to design an API and implementation, I was kind
of hoping to gather a merry band of potential contributors first to make
sure we have the right range of experience, potential users and internals
knowledge.  I'm not a huge fan of design by committee, but it would be good
to at least get some wider input on requirements before trying anything out.
