New candidate JEP: 369: Migrate to GitHub

Hi Erik, Mark and every one,

First of all, I want to thank you and the project Skara developers for
this awesome piece of engineering.

After having given a more detailed look at the process workflow and
how Skara helps mitigating most of the issues we initially had with
the move to GitHub, I and the rest of the Red Hat OpenJDK team have
come to the conclusion that a Skara driven workflow is indeed a better
alternative to the current status quo.

>From our side, the conversation regarding the proposed JEP can move forward.
