Group Proposal, for discussion: IDE & Tooling support

Hi August,
having a document checked into the repo is certainly something to 
consider; we have to balance some factors here - IDE support might be 
more fluid than e.g. build/make interface (e.g. some IDE support might 
come and go), which might point at the fact that the OpenJDK wiki might 
be a more suitable place where to host such a collaborative document.

But these are all valid points in the space, I'm sure we will find a 
reasonable place where to put the documentation, the satisfies the set 
of constraints we (as a group) decide are important.
